How Do Terrorist Attacks on Norway Fit Into God's Plan?

At first glance, there is no logical reason why Norway would seem to be getting hit with terrorist attacks. After all, Norway has done everything it can to avoid these types of attacks. For nearly 200 years it has remained free of conflict, including maintaining neutrality during both World Wars.
